It looks like end dates of this promotion vary by hotel, ranging from September 7 to December 1, 2018.  You can check the “special offers” page of the hotel you plan to visit.

Hilton points are generally worth ~0.5 cents each.  So earning 1,000 bonus Hilton points per night is like getting an extra $5 off each night.  That’s nothing to write home about, and it’s not worth switching your hotel stays in my opinion.  But it’s nice if you’re heading there anyway!

You can also earn a load of Hilton points by opening and earning the welcome offer on cards like Hilton Honors American Express Surpass® Card and The Hilton Honors American Express Business Card.
