Norwegian Air is generally a good option for cheap flights to Europe and they fly out of 19 North American cities.  I’m not familiar with this promotion (not sure if they’ve run it in the past or not), but I’m hopeful that there will be flights from the US to Europe for under $400, which for Norwegian Air isn’t a stretch.  Of course it’s possible to one is a total bust too, we’ll have to wait and see.
