I spoke with UA Insider at breakfast (I would have posted earlier, but have been traveling all day) at the StarMegaDO3, and she has assured us that there will be an official clarification issued soon. United is aware of the sudden change (there has been lots of feedback) and is investigating the various issues (registration and change in terms)
She agreed that it is unusual for the promotion terms and conditions to change midway through a promotion, and that it is unfair to the folks who registered before the change in terms.
Mommy Points will also talk to the United folks with us and try to get a clarification.
At this point, I am waiting for the official United communication.
However, I do see that the official terms and conditions no longer has a cap of 25,000 miles, so United has taken our feedback seriously.
