Not sure what their criteria is for targeting because we use the Sapphire Preferred daily and usually put $2000 to $3000 per month on there, pay it in full every month and have done this for over 2 years.

This is my favorite card to use, however, I have realized lately that with all the Amex Offers we use, we actually get more benefits from the Amex Premier Gold card, than we do from the Sapphire. So, when I read this I doubled checked for an email from Chase and logged in to see if the offer would show up on account page. No such luck.
